Headquartered in Paris, the Overseas Vietnamese Buddhist Association had offices in various countries: Japan, Cambodia, Laos, Thailand, India, France, Switzerland, West Germany, Great Britain, and the United States. It was founded in June 1963 by Vietnamese Buddhists living abroad as a means for them to keep in touch with one another, to maintain religious activities, and to have an overseas spokesman for the Buddhist community in Vietnam.
